The problem is that I DO want to use a torrent program, and from what it seems from the rest of the links you've offered is that they are examples of when people are NOT trying to use torrents and Norton is falsely detecting one and then failing to operate its VPN.

The automatic deselection of the Norton VPN when a bit torrent application is executed defeats the purpose of a VPN. In addition, when the VPN is deselected, it does so in the dark, without alerting the user visually or audibly. This "hidden failure" needs to be corrected by adding a user selected alarm feature to Norton VPN.
Also the Norton VPN needs to function when bit torrent applications are running, and a user selectable switch be added to give the user the ability to bypass the Norton VPN should it inhibit file transfers.

Norton is bloatware/malware A/V-if one doesn't want to take good advice then nothing more anyone can do for you here. What is trusted or not in Norton is besides the point it blocks regardless of what one thinks. I use MSE with utorrent and it blocks nothing and downloads fine.
At first, I thought that he was referring to the .torrent file. But, later in the post he says, "remove the issue from the executable installer please". So, that leads me to think that he probably meant that he downloaded the installer via bittorrent.
I have a Gigabit network, normal torrent download speeds are around 10-20 Mbps. depending on the torrent, with the VPN active, that drops to 0-100kbps no matter what torrent. Is there a workaround for getting better download speeds? I should add that all downloads are slowed by the VPN, but torrents are not even doable with it on.

FDM Lite can also be downloaded, which requires less disk space than the regular version by removing things like the torrent client. If a download manager is all you're after, this is the better choice.
